ARPA GRANTS TO NON-PROFITS SERVING VULNERABLE WOMEN
As part of New Castle County’s American Rescue Plan Act (ARPA) grant, New Castle County Executive Matt Meyer proposed, and New Castle County Council approved, $9.5 million in support to non-profits in New Castle County.
Of that allocation, $1,000,000 has been appropriated for the support of non-profit organizations serving vulnerable women. New Castle County will accept and review applications through September 30, 2022, for proposals intended to address pandemic-related impacts to vulnerable women. All requests must be for not less than $10,000. Requests for less than $10,000 will not be approved due to the administration and compliance costs associated with each grant.
Detailed Funding Request Description (describe the project, including an overview of the main activities of the project, approximate timeline, primary delivery mechanisms, and intended outcomes):
a. The request must do each of the following:
(i) Identify a harm or impact to a beneficiary or class of beneficiaries caused or exacerbated by COVID-19 or its negative economic impacts;
(ii) Explain how the program or service responds to the harm;
(iii) Explain how the program or service is reasonably designed to benefit the beneficiary or class of beneficiaries that experienced the harm or impact; and
(iv) Explain how the program or service is related and reasonably proportional to the extent and type of harm or impact experienced. (See 31 C.F.R. § 35.6(b)(1) in the Final Rule).
Identify the Expenditure Category under which the program or service is most likely to fall. (See SLFRF Guidance V. 4.2 at Appendix 1, pp. 42-44).
Describe how the project is primarily serving “impacted” or “disproportionately impacted” communities and identify the impacted or disproportionately impacted community(ies) being served (see the chart on pages 20-21 of the SLFRF Guidance V. 4.2, listing options for “Impacted” and “Disproportionately Impacted").
Identify the evidence in support of the project (e.g., use relevant evidence clearinghouses, among other sources, to assess the level of evidence for the intervention and identify evidence-based models that could be applied in the jurisdiction; such evidence clearinghouses include the U.S. Department of Education’s What Works Clearinghouse, the U.S. Department of Labor’s CLEAR, and the Childcare & Early Education Research Connections and the Home Visiting Evidence of Effectiveness clearinghouses from Administration for Children and Families, as well as other clearinghouses relevant to particular projects):
