Permit Endorsed Contractor Licensing Application
Thank you for utilizing New Castle County’s online licensing portal.
Permit endorsed contractor licenses must be obtained for building and utility work. There are different license categories based on the work to be performed in each area. This type of license is only for construction contractors whose work requires a permit or performs mechanical and plumbing work. If your work does not require a permit and/or is not described as mechanical and plumbing contractor work requiring a utility license, you should apply for a non-permit endorsed license at https://www.newcastlede.gov/398/Non-Permit-Endorsed-Contractor-License.
All sections must be completed to be considered for a New Castle County Permit Endorsed Contractor License.

Ensure you know the type of business entity you maintain (i.e. Sole Proprietorship, Corporation, LLC, Partnership, etc.) as this information is required on the NCC contractor license application.

Your State of Delaware business license must have a Contractor Resident or Non-Resident category. This license is obtained from the State of Delaware, Division of Revenue Office (302-577-8778). If submitting a temporary state license, your NCC license will become inactive 60 days from the date of the state temporary license issuance until the official state license is received by NCC.

The applicant shall provide to NCC proof that said business maintains insurance coverage for bodily injury and property damage liability in the following amounts: A. Minimum limit of $250,000 for all damages arising out of personal injuries to or death of one person and all damages arising out of injury to, destruction of, or loss of use of property in any one occurrence. B. Aggregate limit of $500,000 for all damages arising out of personal injury to or death of two or more persons in any one occurrence.

The Bond must be properly signed on the back by the sole proprietor or principal of the business entity (listed in the previous section) and the surety agent. The surety agent’s seal must be legible (raised seals should be shaded with a pencil or highlighted to be visible when scanned in color). The Contractor (business name and address) on the front of the Bond must match the sole proprietor or business entity name in the previous section. The surety agent must also include their Proof of Authority or Power of Attorney page with the Bond form. Your surety company or agent must use the form available online at: www.nccde.org/180/Contractor-Licensing. Modified Bond forms will not be accepted.

This classification requires a letter from an approved warranty company stating they will warrant every new home built under your contractor’s license. A list of NCC approved warranty companies is available online at: www.nccdelu.org

The License Holder Acknowledgement Form is required when the license holder for the utility contractor is not the sole proprietor or a principal of the business entity seeking to become licensed. All applicants must provide a copy of their current Equipment Approval Letter from the NCC Department of Public Works Sewer Maintenance Section (302-395-5834).

This classification requires a copy of the License Holder’s current State of Delaware Professional Trade License (full size license, not ID card) issued by the State of Delaware Division of Professional Regulation (302-739-4522).

This classification requires a copy of the License Holder’s current certificate for either Gas and/or Solid Fuel, issued by the National Fireplace Institute (NFI) (703-524-8030).

All applicants must provide a copy of their current Certification of Prequalification Letter from the NCC Department of Public Works (302-395-5749). This letter is only valid for 2 years from the date of the letter).
List the names and addresses of any construction business that the sole proprietor or each principal has operated during the last five (5) years, or that he or she currently operates other than the construction business being applied for with this application.
