Instructions:

Please complete and submit in accordance with New Castle County Code, Chapter 19 ("Residential Rental Properties"), Article 3 ("Rental Code"). 

All necessary information must be filled out completely and accurately to be accepted. There is no fee required to register. * indicates required fields.

NOTE: Please confirm the parcel number of the rental properly using the Parcel Search link before submission.  Rental registration is not required by New Castle County for parcels beginning with 16 through 29.

Note: Only required if this contact is OTHER than the listed/deeded owner at their listed address.

 

If the listed property owner’s name is entered here with a different address than the one we have listed in our system, the alternate address with not be utilized because Code Enforcement does not have authority to change or alter an owner’s listed address. If necessary, please update with Treasury using the Billing Address Change Form Link to ensure that the owner will receive all NCC mailings at their alternate address. The tenant will receive Code Enforcement mailings to the rental property only if the owner’s address is different that the rental property address. If the owner’s listed address is the rental property address, the owner is responsible for communicating code violations to the tenant and/or monitoring the property for posted notices.

Please note that changing your address with USPS does not affect your listed address with NCC. Confirm owner’s listed NCC address using the Parcel Search link

Ordinance 23-134 under subsection 308.2.2 of the Property Maintenance Code states: the owner or designee shall provide verification of a current contract between the owner, or designee thereof, & the person, or business, providing the rubbish & garbage removal services. 

Please upload a copy of the trash service invoice (generally 1 page) for the rental property using the (Select files...) link below.

To register additional rental properties, please submit additional forms. The person completing this form, will receive a copy of this submission for their records. 

Please allow 1-3 days for processing. Confirmation of completed registrations can be obtained under the “Rental Units” section of the Parcel Details web page available through Parcel Search Link.

Note: If there is a change to any of the contact information provided above, notification to the Office of Code Enforcement is required within 30 days.
